Everything the government does turns out terrible. Look at public buses: they aren’t underfunded, they’re inefficient. Cities be spending $1.5M per bus due to terrible negotiations. USPS spends $60K per mail van. This isn’t surprising: look at airlines in the USSR Nationalize = no profit incentive = inefficient
