
You make a pretty good point, but I CAN think of a few things it would change, like for example if this was a MASS shooter then the amount of rounds they can fire would play a difference. Granted mass shootings are a bit more rare, but not rare enough. So I see that as a rare but significant downside with very little upside.
I think if someone is very determined in their attack they will spend some time training to reload quickly under pressure, and they will still get many rounds off regardless. Or they’ll just use multiple guns to avoid this as long as possible. But I do see your point I personally am not opposed to magazine bans above 30 rounds since they’re stupid even in a tactical sense. They jam easily and are cumbersome
