its probably because of lots pickpockets and small theft stuff bc theres actually big cities in western europe unlike lots of small cities and empty areas in eastern europe. i am still surprised that like greece and some of those areas are level 1, they have some really really dodgy spots. also portugal im surprised by, lisbon is super super busy, id expect cities like that to bring it to a lower level
