Consent rights don't exist per state until at least 16. Therefore they don't have the legal right to decline or accept a baptism. They could not believe in it but be forced into it for family reasons.

Private schools should be banned. I believe it was Finland that banned them and forced the wealthy to invest in public education so all students have the same opportunity.
