Vermont and New Hampshire are communities that don’t produce much, but are low on minorities and poverty, which means they don’t require much.
Never said the states are majority black, but neither are they majority welfare. They have a larger proportion of welfare users due to more lower-income households. Therefore, the numbers are skewed towards southern states, whether they are red or blue. I guarantee Georgia is among the top in welfare recipients, but they just voted blue in the 2024 election
