Kalshi is basically betting, but in a way that gets around state gambling laws. You’re trading futures contracts, so it’s kind of like stocks. Therefore, it’s legal in all 50 states, and you can bet on stuff that’s usually not on a US-regulated book, like election outcomes

This is regulated by the Commodity Futures Trading Commission, but I think it may be up to Congress or a non-Trump-controlled CFTC to rein this in
