If the stop itself is legal in nature, I do not see a problem with police vehicles that are not immediately recognizable.
If the stop is illegal then I would be against it no matter the visibility of said police vehicle

Something like 40,000 people die in traffic accidents a year, and being that driving is a privilege and not a right I don't see a problem with tickets and/or restrictions for those that demonstrate they cannot safely operate a vehicle on the road
