“Due to differences in survey instruments, scores should not be directly compared” I assume they mean cross-agency comparison in 2024, right? Not the same agency in 2025 vs 2024?

The "Public Service Viewpoint Survey" ran from November 10, 2025, to December 19, 2025, so presumably after the layoffs and that big federal shutdown

The govt usually runs its own satisfaction survey, called fevs, but they cancelled it for 2025. Instead, a nonpartisan nonprofit ran its own survey, the psvs. For fevs, agencies try real hard to get their employees to participate. Psvs was more of a self-selecting audience, so it could have just been the bitterest feds taking the survey

So you cant *directly* compare the results, but consider how strongly opinionated you’d need to be to take the psvs on your own time (fevs counts toward working hours)
