Like #1 said it depends on your state (assuming US). I lived in PA when I got my name changed and had to publish a notice in two newspapers, get fingerprinted, submit multiple different background checks, appear in court in front of a judge, and pay $200+. However I went to college in VA, and my friends there pretty much just had to fill out a form, submit a background check, and pay a small fee.
