Its a pretty standard Soviet hairstyle, if you know anyone from post Soviet countries they could probably help you out, I think Timoshenko had that hair in early 2000s

Yes, Ukrainian women in particular are known for the blonde hair that lasts a long time. I dont know any Ukrainians personally, only Russians, so I cant help you there. But Im sure I can find Ukrainian speaking material and translate it since I speak Russian
