You need to tell her directly that she needs to treat the dorm like the shared space it is and set boundaries with her. Get the RA involved if she doesn’t listen to you.

I’ve tried to talk to her and i genuinely don’t think she cares. I talked to my RA about it and her only advice was to fill out a room change form and I can’t do that for a minimum of another 3 weeks
