You can always ask animal control for a anonymous wellness check, they just make sure the animal is ok and might scare her straight

My brother has a roommate that brought his German Shepard which the others made an exception to the no pet rule for him to do. Dude never took care of or cleaned up after the dog because he was on the football team and “had no time”. The dog was sent back to mom and dad halfway through the year and exceptions will not be made again.

Do you know anyone that could get through to her? Or even convince her to give up the dog so that someone more capable can take care of it?

No, I’ve tried! She thinks bc it has toys and a pee pad it’s spoiled… but that dog is outside less than 30 mins a day… and I’ve seen her literally drag it inside
