Report it. Quiet hours/noise ordinances usually start at 10pm on weeknights

Look at local ordinances, like town/city/county noise ordinance laws and see if they cover roommates within a shared dwelling, if not ask your neighbors if it bothers them too. If they can’t, last resort is using your states formal roommate agreement form to enforce quiet hours within the apartment that establish clear consequences for violations
