If there's a problem with the main they HAVE to shut everything off, you ha e to maintain a certain pressure at each tap to ensure safety (pressure too low=things leaking in your water from the dirt)

Then that directs me to my second point, having a system good enough so that it doesnt happen that often. Its been happening like every other week at least where im living. And when the water comes back my faucets forget how to dispense hot water for a minute

That's actually a city problem, and as far as heaters good luck finding an apartment with a decent system.
