If it’s that loud, I would check with the neighbors to see if they hear her too. Regardless, take this to the RA and establish quiet hours if your school doesn’t have any already. Filing a noise complaint can be useful too if this isn’t on campus housing. This is where others be effected can be helpful as to add complaints.
