NTA she knew the pet policy from the start and did it anyway, probably banking on you two to let her because “it’s only a couple months”. She also was clearly banking on either the landlord never coming by the unit during that time and/or you guys covering for her if they did because I’m certain she didn’t think about the potential fines or worse if the third cat was discovered.
