It seems like he’s already made it clear that he doesn’t consider getting in a relationship (and unfortunately, you, though I’m sure you’re great) a priority. I’d see if he’d be interested in meeting up in person, but take stock first and know what you want and where you want this to go. If your desires and his aren’t aligned I think you have your answer

Maybe he’s not a big texter. I would reach out to him and try to make a plan to meet in person. My bf is a completely different person over text vs in person (we were long distance for 2 years and I often felt he was distant) but he just isn’t on his phone much
