There’s no “bad packs” but there are fake/repackaged cards that they sell in places like Walmart, Dollar General, Walgreens, Five Below, etc. as long as you avoid repackaged stuff you should be good. Packs are hard to find at retailers, but if you live close to a rural area I’ve had luck with small town Walmarts, dollar generals, five belows, Walgreens, CVS, etc etc etc
Befriending your local card store is always good but if you’re looking for retail price Best Buy has consistently worked best for me. The staff at the ones in my area are always super nice and will let me know when shipments are coming so my broke ass can beat the scalpers. In terms of sets, all of the new packs have great stuff. DT ME PF and JT are my personal favorites and have pretty good pull rates. These are all also tournament legal in case he plays
no packs are good or bad. but it’s really hard to find packs due to scalping; i’d recommend looking for local card shops in the area but also check for the retail price before you buy packs and make sure they aren’t over charging for market pricing. my personal favorite sets are WF BB and JT the new set MAH is also really huge
