Yes but pre-GTS (gen 4) it was ~1/21,000 chance to get, or about 2.5X rarer than a shiny (which I’ve never gotten full odds in gen 1-6) (yes shinies are possible in gen 1) Now that there’s the GTS it’s easily widespread but before you could trade online it was almost solely gotten online your own
