That is pretty much dead. Once phalanopsis lose their leaves entirely they don’t usually come back. That stem looks entirely dry too, so I would just throw it away.

orchids do better in just water. clean off the roots and hopefully it will come back

I’m going to give you a change to rephrase that. By water, do you mean AIR? Or semi-hydroponic?
