It depends on whether the psychic power makes the 3000 horses any smarter. While horses are on the smart end of the animal scale it still is well below the level needed to do any global takeovers while also being smart enough to not just recklessly mess with stuff. Based on that I’d assume they’d mostly just use it to get themselves more food, they already are physically capable of killing people and just don’t want to, so having psychic powers wouldn’t make them much more dangerous I think.
