I think it depends on the individual. To me, it’s not sex especially if it’s only one sided (although I do love both giving and receiving, but especially giving). I gave blow jobs several times before I was ever eaten out or had penetrative sex, and I consider my first time having sex to be the first time I had penetrative sex (which was also the first time I was ever eaten out, and I have never been eaten out without penetrative sex following it).
