Bi-weekly only means every other week (afaik) so I extend that to bi-annual with semi-annual meaning twice a year

The english terms are precisely separated but biannual is attributed both definitions bc it was so commonly misused that it just linguistically evolved to have both. Thats just how linguistics works in any language, if something is used a certain way even if its technically wrong it will be adopted if its common enough for long enough

German has a lot of unique words definitionally bc the language is so distinct that these linguistic evolutions are harder to run in to. Since american english is a mash of sooo many languages we see a lot more of this bc things get mixed up
