I don't think men HAVE to propose, but it is a longstanding tradition for Western masculinity, and i don't think it's wrong to expect the man wants to participate in it. Regardless, a marriage proposal shouldn't be a surprise (the surprise should be 'when' it happens) so the one who proposes should be directly or indirectly agreed upon beforehand.
