Does no bills include the fees for house upkeep and improvements? If it’s a small house then I might wanna build an expansion, if it’s old I might need to fix mold damage, etc.

Seemingly no, I voted off of not knowing. It could be a trillion dollar mansion in an amazing area or a thousand dollar teeny house in a bad area. If I won the lottery today worth 3mil, would continue education & mind my business, start paying for my college and an apartment minimally, live as a I usually would. Learn how to and invest my money accordingly. A lot more pros to the pot than the house based on strictly this.
