I feel like justice is important because it teaches people that certain behavior is unacceptable. Reform is important from a learning prospective though because positive reinforcement is more effective than fear and negative reinforcement. You can see this by the amount of repeat offenders out there.

Some people just can’t be helped too. Some people are just gonna be bad and are going to repeat. You reform for the sake of justice, not the other way around
