I wouldn’t blame anyone. I would see if my child potentially has a learning disability or something, see if there’s anything about the teacher/school that needs to change, and what I can do as a parent to support my child

I’m not sure “blame” is the right framework; blame implies fault, and I’d be more interested in cause. Ex: I almost got sent to a remedial school as an elementary schooler, but after I got diagnosed with dyslexia and got accommodations, I managed to graduate high school as an honors student. Wasn’t anyone’s fault, no one needed to be blamed, just needed to figure out the cause

i mean it depends on the circumstances. there are a million and one reasons why a kid might do badly in school

It was just unfortunate for me, because I was always blamed for poor performance in school. I would get screamed at by my dad (and sometimes he got out the belt) because of poor grades, ESPECIALLY in math. I’m pretty sure I had ADD or ADHD or something, but my parents gaslit me, and told me I had no such thing because they don’t have it. I didn’t actually start doing well in school until college, but before that was mostly hell when it came to school.
