He’s a runner, it’s a legal hit. Your issue is with the rules, not the refs
they call that all time if it’s not a return it’s ridiculous and the pats are lame for head hunting

The NFL does not call it “targeting,” and it applies more broadly to any situation on the field, not just on vulnerable receivers.
