The American Samoa has a really weird status. They became sort of self-governing in the second half of the 20th century and have their own constitution, but remain under the executive authority of the US federal government. The people born there are “naturals” of the US but not birthright citizens, they have their own immigration system unlike the other territories, and they participate independently in some organizations like the olympic committee.
