My roommate has a cat that has the Zoomies 24/7. It’s a small apartment and it just feels too small for that cat. I feel so sensory overloaded just constantly being around a hyperactive cat in a small space

The cat probably needs to be played with more. I bet enrichment toys would also help. You could even suggest the roommate starts taking it on walks. Poor thing is probably as under stimulated as you are overstimulated and that’s your roommates responsibility

The cat has plenty of toys but isn’t very interested in playing with toys

My roommate also has another cat but her other cat does not act like this.

But is your roommate actively playing with the cat? I think that kind of thing helps. Or putting high value treats inside enrichment toys, or giving the cat lick mats.

She does. I have seen her play with her cat. My roommate gets just as sensory overwhelmed as I do.
