Probably just cuz he’s a tech guy, vigilante work is essentially highly illegal but he was using the cameras for his own ends. Not saying it’s ok but

Yeah they entirely missed the message where he finds out that the government sucks actually and they were using his body scans to make an anti-weapon for him.
