Tommy is in Shepards body and shares all of his memories, but nearly no memories of the Hex. He is only Tommy Maximoff but remembers everything about Shepard and only has flashes of the Hex memories, whereas Billy Maximoff remembers everything about the Hex. Which was probably because he was thrown into Kaplan as almost the same second that he died and Tommy was thrown into Shepard months later.
