Right, but understand that qualified immunity is there to protect cops. They will not use it all the time, but it a tool that can and is used to scapegoat law enforcement from any damages they may have caused. That is still a problem is there are measures in place to prevent accountability on behalf of the state. In simple terms: state-sanctioned violence
