“Queer” in this context means aligning with any part of the LGBT+ community, and adding “cis” in front of it means not including any trans identities. But by all means, go ahead and just start the argument you’re looking for instead of trying to get clarifying information on a very clear and specific sentence so you can try and nitpick it.
