Tbh I’ve always interpreted her father as balding in that cartoon😭 and no she is black canonically. The entire show incorporates black culture. Argue with a wall.

betty boop is physically inspired by hellen kane, while her voice and catchphrases were inspired by esther jones who was in fact a black woman. betty boop canonically is jewish, with early cartoons featuring yiddish words, hebrew letters, and yiddish accents. her character also takes some inspiration from vaudeville actress fanny brice, who was jewish.
