I believe they’re meant to be sensory headphones. Some people with autism wear them to block out overwhelming sounds.

As adults we have more access to active noise cancelling headphones, or might adapt to auditory overstimulation in other ways. In kids, sensory headphones (usually the kind made out of plastic and foam) are cheaper and muffle sound, so they work for the classroom.
