It is borderline eugenics though. Think about it for 0.5 seconds. How is banning an entire demographic from having children *not* eugenics? Moreover, think of the implications. People of color are significantly more likely to face poverty than white people. That means that you’re cutting off way more POC from having children than white people. You know who else struggles with poverty more? LGBTQ+ people and people with disabilities. Can you see now how maybe this could lead to eugenics.

Okay let’s think; take the U.S out of the equation, people of color being majority of the population in the world and take a random country in South America, Africa or Asia. In Ghana a black person will be the richest and poorest person, in India an indian will be the richest or poorest person, in Chile a Hispanic/Latino will be the richest or poorest person. So it’s no longer a racial or ethnicity issue, it’s now a moral issue.

Is it morally just to let a person who can’t afford themselves to bring a child into an impoverished situation knowing they can’t afford them and will struggle which can having damaging consequences on their psyche?

Let me ask you this: If you know a child will have a disability due to genetic testing, is it moral to bring that child into the world, knowing they will have a life of hardship? As a result, should we prevent all disabled people from reproducing? If you don’t understand how incredibly eugenicist your position is, I don’t know how else to explain it. You’re literally advocating for an entire minority group to be forced to stop having offspring. That’s textbook eugenics.

Is it moral to bring a disabled human into the world, yes it is and noble only if you are a parent who is willing to accept the responsibility for that and won’t abandon your decision once they are here. But there’s a reason something like sickle cell is screened amongst partners in certain countries because that kind of disease is an unnecessary risk to a child, who will be a pain every day. If you could screen genes for childhood cancers would you or would say if it was to happen it should.
