The problem is that the powers that be can manipulate this sort of thing to prevent anyone they don't like from voting, as was the purpose of "literacy tests" when they introduced them the first time

No. Introducing barriers to voting is a very dangerous game and is historically only ever done with bad intentions. It can easily be used to deliberately silence a specific demographic, especially if the tests are more strictly enforced in some places than others, which is usually the case. At best, it could have a good outcome by weeding out the uninformed voters and ending up with better decisions, but the only guarantee is that it'll make our elections a less accurate reflection of the people
