Low testosterone can often cause tallness AND small genitalia so it’s not a stretch.

D size is determined by DHT levels in puberty. You could have high T now but if you were low in those years ur cooked. Testosterone levels aren’t strongly related to genes like that, its mostly lifestyle for the average. D size and height are stronger genetic characteristics
