Nick Jennings was art director at the time; he also contributed to the look of Hey Arnold! and CatDog in the 90s before Spongebob. Specifically the backgrounds/environments. This art style really was a defining transition between the "look" of the 1990s into the 2000s beyond cartoons imo. He went on to be the lead Art Director for Adventure Time in the 2010s.
