A lot of it will have to do with genetics, but your best shot will be aiming for the lower end of the healthy body fat range while also training your abs hard like you would any other muscle. Growing them will help them pop out at higher body fat percentages than they would otherwise.

Generally speaking the healthy range for bodyfat for women is higher than what’s needed to see visible abs. You can get down that low but you shouldn’t try to maintain that level of leanness year-round

Ab workouts, diet, and slow cardio (walking, stairmaster, etc)

yes. i recommend cable crunches or dumbbell v-sits taken to failure. progressive overload is key here
