
You can build muscle anywhere in the 3-30 rep range. Unless you’re training for endurance and want to fatigue yourself and feel the burn, most people don’t go past 15 reps. What matters more than rep range is effort and intensity. Like training close to or to failure on your sets. Not every single one tho, cuz that’ll build up fatigue and make it harder to recover.
Also you can’t “tone” a muscle, you can either build it via hypertrophy or shrink it through atrophy. To be toned is to have a decent amount of muscle mass with a low body fat %. So to be toned, then, you need muscle and you need to build it. And you can build it in a variety of rep ranges. Not just light weight high reps.
