
It’s all about the degree to which you’re bulking. You HAVE to bulk to gain muscle. But that doesn’t mean you need to be in a 1,500 calorie surplus. It doesn’t take much. Your body is very efficient at most things it does. A 200-500 surplus is plenty. Cardio is also very good for knocking down fat. You just have to make sure your surplus is taking any cardio into account.
You do not need to eat above maintenance calories to build muscle. Muscle is built slowly and only takes protein and a small amount of energy to make, which can be provided by a small surplus or be taken from fat reserves. You've likely stagnated because the stimulus for muscle growth hasn't been effective.
