You CANNOT spot reduce fat. Eat in a calorie deficit, you will lost weight throughout your entire body. Lift weight and eat protein if you also want to build some muscle.

if you want to build muscle and lose fat at the same time(recomposition) you have to eat at maintenance or a slight surplus and lift heavy enough where it’s a challenge. get a food scale and eat 1g protein per pound of weight
