toning arms doesnt exist the way you think it does. its impossible to spot train. hit arms. do them heavy. until failure. be in a caloric deficit.

work on tricep pull downs, bicep curls and shoulder head press, my arms got super tone from those. 3x12-15 each one and last set go till failure
