looks like she got a curly cut with layers and also using a good curl defining gel (do the CGO method) helps a lot. it looks voluminous too so she could’ve picked her roots a little

Go layer by layer with curling cream and water and curl with your fingers or get a brush that does it for you. It might look different based on your hair texture but it’ll give you a curly wash and go look more or less
