Because America as a government is completely different from regular Americans

I guess it depends on what xenophobia you’re talking about. I mostly see other ppl rightfully call Americans out for their bigotry, privilege and racism. Stereotypes based in racism would be racist attacks not really “anti American” attacks

They use common stereotypes of black people and just apply it to the whole country. It would be both. They just say “Americans” bc if they said “African Americans” they would (rightfully) get ripped apart. And I don’t want no European telling me about being racist bigoted. Genuine criticisms of America/Americans isn’t xenophobic. Making fun of mass shootings, which is a common form on xenophobia against Americans, is rampant and not a genuine criticism.
