This is 100% true and this has been going on for decades. It’s just that now people have now started notice and starting to make noise/light of these situations. But honestly, it’s going to keep happening because people like to go to these houses, go to parties and get the “college experience” (unfortunately for some this is the college experience).

They are aware it happens everywhere, but with the added prestige and class influence, yes it has elevated to a disdain for the institution. They chose not to give harsher punishments, and at a certain point one must consider nepotism or big donations as a reason beyond protecting their reputation.
