The fear of facing consequences is a coercion into doing something. Doing something because you are afraid of what will happen if you don't is not consent.

As OP stated, he is the president, which saying no to a president, even if the consequences of such are not expressly stated, still has the implication that he can harm you in some way, because of his position of power. Power imbalances are already bad, and if the person with the most power is the president, that's even worse.
