literally correct #1. instrumentalist theory dictates that the american government and its institutions exist first and foremost as a tool to protect the bourgeois class and uphold capitalism. we see this time and time again. right now, we're facing something called the imperialist boomerang. just as there are no good cops, there are no good politicians. the institutions do not allow "goodness."
